2025 Medicare Costs: Key Changes Retirees Need to Know

As we approach 2025, retired and veteran railway employees should prepare for increases in Medicare Part B premiums and deductibles. These annual adjustments can affect budgets, particularly those relying on Railroad Retirement Board (RRB) benefits. Here is what NARVRE members need to know to navigate these changes effectively.

2025 Medicare Part B Premiums and Deductibles Explained

Medicare Part B premiums and deductibles will increase in 2025. This means that retirees may experience higher healthcare costs, but understanding these changes can help them manage expenses proactively.

  • Monthly Premium: The standard Medicare Part B premium will increase to $185, an increase of $10.30 from $174.70 in 2024, which will be deducted directly from most retirees’ benefits.
  • Annual Deductible: The annual deductible for Part B in 2025 will increase to $257, an increase of $17 from $240 in 2024.

Higher-income retirees will face additional costs from Income-Related Monthly Adjustment Amounts (IRMAA). It is crucial for those affected to monitor their income levels.

Railroad Retirement Board and Medicare Premium Payments

The RRB plays a critical role in handling Medicare premium payments for retirees. Here’s how:

  1. Part B Premium Withholding: The Railroad Retirement Board (RRB) automatically deducts Part B premiums from monthly benefits.
  2. Income-Related Adjustments: The RRB also deducts Part B IRMAA and Part D IRMAA for eligible individuals.
  3. Part C and D Premiums: Retirees can ask their insurance provider to have the RRB withhold these premiums, ensuring timely and consistent payments.

Social Security‘s Role in IRMAA’s Determinations

The Social Security Administration (SSA) determines all IRMAA adjustments for Medicare beneficiaries, including those under the RRB.

  • Income-related monthly adjustment amounts for Part B and Part D are calculated based on your modified adjusted gross income (MAGI) from tax returns filed two years prior.
  • By the end of the year, the SSA will send notices detailing the 2025 IRMAA amounts to Railroad Retirement and Social Security Medicare beneficiaries.

  3. Request Premium Withholding: You can simplify payments by asking your insurance provider to work with the RRB for deductions of Part C and Part D premiums.
  4. Leverage Financial Assistance Programs: Explore Medicare Savings Programs or Extra Help to reduce out-of-pocket expenses.

Medicare Part B Premium and Deductible Increase in 2024

The Centers for Medicare & Medicaid Services (CMS) has announced that the standard monthly Part B premium will be $174.70 in 2024, an increase of $9.80 from $164.90 in 2023. The annual deductible for all Medicare Part B enrollees in 2024 will be $240, an increase of $14 from the 2023 deductible of $226. The increases are mainly due to projected increases in healthcare spending.

Coming Changes in Legislation

Important legislation has recently been passed through Congress this summer. The most recent bill to pass the House this summer was the Inflation Reduction Act (HR5376) which passed on a party-line vote 220-207 after the Senate passed the measure on a 51-50 vote margin with Vice-President Harris casting the tie-breaking vote. The President has signed the bill, and this legislative package is now law.
